'A tool to freeze places in time': Historic designation of St. Pete's Mirror Lake neighborhood threatens development, critics say

An effort to form a historic district around downtown St. Petersburg’s Mirror Lake has passed its first major test — and critics say the designation will make development more difficult if it wins final approval.

St. Pete’s Community Planning and Preservation Commission voted 5-0 last week to designate an area encompassing 148 parcels as a local historic district. The city council will issue its first ruling on the citizen-led initiative on Nov. 21, with a second reading scheduled for Dec. 12.
