Heidt & Associates, a leading civil engineering firm in Tampa, will close in the next few weeks. News of Heidt's pending closure spread quickly through the development business. "I was really shocked,'' said Vinco Pardo, manager of the Ybor City Development Corporation. Principals Toxey Hall and William Bahlke did not return telephone calls for comment. Heidt moved into a new headquarters in Ybor City two years with about 200 employees. After downsizing caused by the housing bust, Heidt was down to around 70 workers, Pardo said. With roots in Tampa going back to 1943, the company specialized in planned residential community development. Its projects included Westchase, FishHawk, Meadow Pointe, Tampa Palms and Hunter's Green.
