St. Petersburg's dual-tower apartment project moves closer to breaking ground

A dual-tower apartment development in downtown St. Petersburg is inching toward construction on the former UPC Insurance headquarters property.

St. Pete-based Echelon LLC submitted plans last April to build two 31-story towers with 824 apartments and 35,800 square feet of retail at 800 Second Ave. S. The developer has filed two construction permits totaling nearly $260 million for the east and west towers, according to permit records. Both are still under city review.
