Downtown St. Petersburg could see a massive, mixed-use development take shape at the former UPC Insurance headquarters property.

St. Petersburg-based real estate firm Echelon LLC submitted site plans to the city earlier this month for a $225 million development that will bring two 31-story towers with 824 apartments and 35,800 square feet of retail to 800 Second Ave. S.
