Local governments target Live Local Act's 'missing middle' clause

Local governments are targeting the tax exemption included in Florida’s bipartisan Live Local Act, which was supposed to help multifamily developers build cheaper housing for the middle class.

Hillsborough, Pinellas and Pasco counties opted out of the 75% ad valorem tax exemption earmarked for projects that deliver units priced for families making between 80% and 120% of the area’s median income. The city of Clearwater voted to opt out on Dec. 5, as did the city of Tampa earlier this year. St. Petersburg did not opt out.
