RETURN TO NEWS INDEX Pasadena Community Church infill project heads to St. Pete City Council vote Onyx+East seeks to rezone two parcels at Pasadena Community Church to allow for 40 townhomes and 20 single-family detached homes. The commission denied the application in May despite city staff recommending it and the church membership voting overwhelmingly for the project in 2022.
City council will vote on the rezoning on Aug. 8, with a supermajority vote needed. If successful, the 99-year-old church will sell the two parcels to Onyx+East and use the proceeds to renovate its buildings and move its preschool to its newest building.
"This allows us to have the cash to do that," Rev. Gary Logan said.
David Leazenby, SVP of acquisitions and development at Onyx+East, said the proposal is compatible with the surrounding area. He was surprised to see the commission reject the project, which is called Pasadena Groves.
"There's been a lot of care and thought taken in the development approach here — in the architecture, the site plan, the tree preservation, the sidewalks, the connectivity," Leazenby said. "The scale of the site is actually very similar to the height of the buildings that are there today."
Sale prices for the homes are expected to start in the mid-$700,000s and go up to the upper $800,000s, which Leazenby called a sweet spot in the market. The development's annual property tax impact is estimated to be over $800,000 for the city.
The site is adjacent to the Pinellas Trail and is 0.7 miles from the SunRunner stop at 66th Street. It is located near Pasadena Avenue South, which accommodated 29,000 daily vehicles last year and is lined with commercial, office and religious uses. Single-family homes fill the rest of the neighborhood.
"St. Pete really wants to promote missing middle housing," Director of Land Development Rachel Markowitz said. "This is something that is not available in the Pasadena neighborhood, [which has] large single-family lots. This provides other opportunities."
Onyx+East, founded in 2015, specializes in urban infill projects in Indiana, Florida and Ohio. It has invested over $100 million in projects in St. Pete and Tampa in the last six years, including an ongoing townhome development at 302 15th St. N in St. Pete. |
