New York manufacturer seeks incentive to move HQ, operations to Pasco County

A plastic packaging manufacturer wants to move its headquarters and operations to Pasco County from New York City.

Pasco County Commissioners on Tuesday will vote on an economic development incentive agreement that county officials have struck with Gary Plastic Packaging Corp., which is based in The Bronx.

Gary's relocation plans will move its executive offices and two product line manufacturing facilities. It will occupy between 255,000 and 400,00 square feet of industrial space under construction at 14799 Shady Hills Road, just off the Suncoast Parkway in Shady Hills. Tampa-based Harrod Properties Inc. is the developer of the industrial facility.

Gary will create 555 jobs in Pasco County, 184 of which are the basis for its job creation incentive. Those 184 jobs will pay an average annual salary of $54,326.

The company also plans to invest $16 million in “leasehold improvements, manufacturing equipment, furniture and other fixtures in order to create a modern state-of-the-art manufacturing facility," according to county documents.

Here's a breakdown of the incentive package, which totals $958,206:

Pasco County job creation incentive for 184 new full-time jobs: not to exceed $552,000

Pasco County high impact job creation bonus: not to exceed $306,206

Employee training grant for Pasco-based employees: not to exceed $100,000

The job creation incentive and high-impact job creation bonuses are funded as ad valorem tax rebates. The employee training grant is funded through the Penny for Pasco sales tax.

The company's headquarters and manufacturing will generate a payroll of $21.8 million once its relocation to Pasco County is complete.
