Gas Worx in Ybor City gets first nod from Tampa City Council

Gas Worx, the mixed-use development that could transform a moribund swath of property between downtown Tampa's Channel district and Ybor City, is one step closer to reality.

Tampa City Council on Thursday unanimously granted preliminary approval to Gas Worx, which totals 5.9 million square feet across 34 acres — generally north of Adamo Drive, west of North 15th Street, South of East Fifth Avenue and east of East Scott Street. The project will be up for final approval on Aug. 25.

All seven council members spoke enthusiastically in support of the project.

“This is going to bring Ybor City to life in a way we cannot imagine,” councilman Guido Maniscalco said.

Darryl Shaw, cofounder of BluePearl Veterinary Partners, has formed a joint venture partnership with Washington, D.C.-based Kettler to develop Gas Worx. Design Collective is the architect; Bohler is the engineer. Sasaki is the urban planner and designer on the project. Tyler Hudson, a partner with Gardner Brewer Hudson PA in Tampa, is the developers' legal representative.

Thursday's approval covered 5.2 million square feet on 26 acres; the first phase of the project — 724 multifamily units and 20,000 square feet of commercial space on 7.9 acres west of Nick Nuccio Parkway and south of Lily White Court — was approved in January.

Gas Worx will include office, residential, hotel and retail development. Central to the development is the restoration of a 1950s warehouse, 70,000 square feet that could find new life as a food hall or market and potentially include office space, hotel rooms or residential units.

Here's a breakdown of the project:

  • More than 140,000 square feet of retail

    Gas Worx will include 325 units of affordable housing, a $60 million contribution by the developers' estimates. Infrastructure improvements will restore Ybor's historic street grid and build 1.8 miles of new public streets and utilities as well as 1.2 miles of new multiuse-trails.

    “I am honored to be part of enhancing Ybor City, a neighborhood I fell in love with at an early age,” Shaw said in a statement. “We are committed to preserving the unique sense of place and history that makes Ybor City special while still providing true transit-oriented development, a diverse mix of housing and retail, and a purposeful home to the arts.”

    The development team assembled 15 letters in support of the project from business and civic leaders including Craig Richard, Tampa Bay Economic Development Council CEO; Ybor City's Capitano family; Visit Tampa Bay CEO Santiago Corrada; Alliant Partners managing partner Carlos Alfonso; and Ybor City Chamber of Commerce CEO Lee Bell.

    Richard Gonzmart, the fourth-generation co-owner of Columbia Restaurant Group, spoke in support of the project at the hearing.

    "We're witnessing history repeating itself," Gonzmart said, referencing Ybor City's past as a vibrant, mixed-use neighborhood.
